According to the Walt Disney World website, the Rose & Crown Dining Room at EPCOT will be closed from tomorrow, 15th February for Refurbishment.
No reopening date was given, however the refurbishment is to last through early spring.
Blog Mickey reports that the dining location could reopen on the 22nd March:
“The refurbishment is expected to last for more than a month, reopening to guests on March 22nd.”

During the refurbishment, the Rose & Crown Pub and Yorkshire County Fish Shop will be open and serving a selection of British food and drinks.
FYI: The Rose & Crown Dining Room is located in the United Kingdom Pavilion (World Showcase) at EPCOT.
