Universal has been fined $11,585 by the Orlando Occupational Safety and Health Division (Orlando OSHA) after an employee received a severe electrical shock during routine maintenance on Harry Potter and the Battle at the Ministry in Universal’s Epic Universe.

The employee was hurt by a 480-volt busbar on the 24th April 2025 at 7:22am. The unidentified employee was hospitalised at Orlando Health in Orlando after being “severely shocked.”

The employee’s upper arm and “numerous ribs” were fractured, and a shoulder was dislocated, according to an OSHA report (obtained by Florida Politics and read below).

According to the OSHA summary of the incident, the buss bar (component that powers the Harry Potter and the Battle at the Ministry ride vehicle) was not locked as required.

The ride vehicle “is normally locked out in three places, and the electrical circuit to the buss bar that powers [the ride vehicle] is normally locked out during this procedure,” the OSHA report said.

The report does not include an update on the employee’s health condition. Florida Politics reached out to Universal for comment but they have yet to respond.

OSHA investigated the worker’s injury, conducted a site visit and found “no. unusual circumstances encountered…such as abatement problems, expected contest and/or negative employer attitude.”

Universal’s fine was initially $16,550, but Universal and OSHA negotiated it down to $11,585 in an informal settlement. This isn’t the first time OSHA has investigated Universal for electrical-related injuries.

A number of guests and Universal Orlando Team Members received electrical shocks at Universal’s Volcano Bay back in 2019. Electrical defects during the water park’s construction were the cause, and OSHA did not issue a fine for this incident.
