According to Theme Park Tourist, a rumour suggests the Halloween Horror Nights Frequent Fear Pass system may be overhauled in time for Halloween Horror Nights 33.
“And speaking of admission, expect the Frequent Fear Pass system to get an overhaul next year, with more date restrictions, higher prices, and fewer parks. This year say [an] unprecedented demand for these multi-nights tickets, and we’d expect that a new system will be introduced next year that will help spread out locals more evenly across event dates.”

We can assume the rumoured new system will be used for annual event at both Universal Studios Florida (Universal Orlando) and Universal Studios Hollywood.
